Job Purpose:
The job holder is responsible for leading and developing IT infrastructure and technical operations to ensure continuity and efficiency of digital services. This includes planning and implementing strategies and policies related to infrastructure, systems, servers, and data centers. The role supports the Council’s digital objectives, enhances information security, and promotes service sustainability.
Responsibilities:
Strategic Planning and Objectives:
- Participate in developing the strategic plan for the Technology and Digital Transformation Directorate in alignment with the Council’s strategy.
- Prepare and implement the operational plan for the executive department Infrastructure and Technical Operations.
- Define goals and monitor progress toward their achievement.
Organizational Structure, Resources, and Monitoring:
- Ensure the operational plan is understood by the team.
- Stay informed about best practices and apply them.
- Prepare the annual budget according to plans and needs.
- Develop policies and approve procedures in line with legal and business requirements.
- Implement monitoring and reporting systems.
- Make necessary decisions related to the directorate or escalate them to the CTO when needed.
Operations:
- Manage IT infrastructure and both internal and external digital services.
- Oversee cloud computing operations in accordance with applicable regulations.
- Manage application support and digital services.
- Supervise technical support and IT services.
- Ensure continuity of technical services.
- Ensure compliance with cybersecurity and related requirements.
- Ensure adherence to operational standards.
- Participate in talent recruitment.
- Provide guidance and support to staff in accordance with approved policies.
- Set individual performance goals, evaluate, and provide continuous feedback.
- Promote a high-performance work environment in line with the Council’s values.
- Build and maintain strong relationships with external stakeholders such as government agencies and consultants.
- Support colleagues across the Council when needed.
- Approve reports and presentations related to technical support activities.
Job Qualifications:
Education and Certifications:
- Bachelor’s degree in computer science or equivalent.
- Preferred: Professional certifications in infrastructure and technical operations.
- Advanced proficiency in English (spoken and written).
Experience:
- Minimum of 12 years of experience, including at least 5 years in a leadership position.
- Experience in IT infrastructure and technical operations.
- Preferred previous experience in the healthcare, government, or regulatory sectors.
